The Listahanan and its Project Cycle

The Listahanan Project

The Listahanan, or the National Household Targeting System for Poverty Reduction (NHTS-PR), is an information management system that identifies who and where the poor are.

The Project Objectives
  • Formulate a uniform set of criteria for identifying poor households in the country through scientific means
  • Maximize the benefits of social protection programs by developing evidenced-based services for the poor
  • Minimize wastage of resources by ensuring that only those who are deserving benefit from social protection programs
  • Facilitate the sharing of the high-quality database with public and private social protection stakeholders

The data gathering process for the poverty database is called Household Assessment, which is undertaken in four-phase cycles.
PLAN Preparatory Phase
Data collection and analysis phase
Validation and finalization phase
Reports Generation and management phase
01.

Preparatory

Involves the identification of areas to be assessed and preparing the data collection strategy appropriate for areas identified.

02.

Data collection and analysis phase

Conduct of home visits to collect basis information of members using the Household Assessment Form (HAF)

03.

Validation and finalization phase

Posting of the initial list of poor households in conspicuous areas within the barangay for community review. The households who where not visited during the 2nd Phase are given the chance to appeal and be assessed.

04.

Reports Generation and management phase

The DSWD through the NHTO/NHTS will disseminate the database to the DSWD OBSUs, NGAs, LGUs, NGOs, and other social protection stakeholders.
