Cabanatuan City is a first-class city in the province of Nueva Ecija. It is considered the economic hub of the province because of its strategic location. It is home to major shopping centers such as SM andRobinsons, while Ayala Land is also planning to establish their presence there. The city also houses major colleges and universities in the province, such as Wesleyan University-Philippines, Araullo University-Phinma, Our Lady of Fatima University, College of Immaculate Concepcion, and Nueva Ecija University of Science and Technology.
According to the 2015 census, Cabanatuan City has a population of 302,859 people. Foot traffic here is at an all-time high of 1.2 million individuals per day, with around 800,000 people during peak and office hours. Indeed, Cabanatuan is a bustling city and home to many tricycles. It bears the title “Tricycle Capital of the Philippines”, since it has about over 30,000 registered tricycles prowling around its busy streets.
The Pantawid Pamilyang Pilipino Program (4Ps) began its roots in Cabanatuan City during the year 2012 when its earliest beneficiaries there had their first payout. Since then, the program has expanded throughout all of its 89 barangays, which is the highest in Central Luzon. Currently, Cabanatuan City is home to 6,601 active households which are eligible to receive grants from the program, making it one of the largest areas of implementation of 4Ps in the region.
The Local Government of Cabanatuan has consistently provided different programs, services, and initiatives that support the Implementation of Pantawid Pamilyang Pilipino Program in the City, particularly in the following areas:

The Local Government of the City of Cabanatuan had generously provided funds to help in the implementation of the program. In their approved AIP for the year 2018, the LGU allotted Php 3,157,610 while for 2019, allotted fund was Php 3,063,250 (See Annex E and F) for the expenses that are directly related to the implementation of Pantawid in Cabanatuan City. Last Tapatan 2019, the LGU was recognized as one of the LGUs who had the highest fund for the Pantawid Program in the Province of Nueva Ecija. From 2012, the Local Government Unit of Cabanatuan gives effort for the improvement of the facilities for the use of their constituents and the Pantawid Beneficiaries who will need basic services from the community. For educational facilities, School Buildings were consistently constructed and/or refurbished for the convenience of the people and for the continuous compliance of the Pantawid Beneficiaries in the area.
