Quezon, Nueva Ecija — The municipality of Quezon adopted the results of the Participatory Situation Analysis (PSA) in their Local Development Plan.  The non-prioritized sub-projects are set for funding and implementation in 2019.

Through PSA, following projects needed to be implemented were identified: Supply and Installation of 40 units Solar Powered Streetlights at Purok 1 & 3 in Barangay I with the amount of Php 2,100,000.00 and Construction of 1-unit Barangay Health Center at San Andres I with the amount of Php 1,500,000.00.

PSA is a process where community volunteers of DSWD Kalahi-CIDSS undertake community-level research, identify the problems in their community, and possible solutions to address these problems.

Quezon, Nueva Ecija is one of the three (3) municipalities implementing Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services National Community-Driven Development Program (Kalahi-CIDSS NCDDP), a community empowerment program of the Department of Social Welfare and Development (DSWD).

It has 16 barangays and according to the 2015 census, it has a total population of 40,592 people. Currently, there are 18 funded sub-projects in Quezon, and 11 of them are already completed or turned-over to the community.

The program started in Region 3 in the year 2014 and it’s expected to end this 2019. However, since the program has gained positive impact from the communities implementing it and from other stakeholders. Community-Driven Development or CDD is now being campaigned for institutionalization.

It uses community-driven development approach (CDD) that aims to empower the community, improve households’ access to basic service, and improve local governance. To ensure the people-centered program. The residents in barangays, with their Local Government Units or LGUs, actively participate to identify and co-implement solutions to community-prioritized needs and problems using a process called Community Empowerment Activity cycle (CEAC): Social Preparation, Community Planning, Implementation and Community Monitoring and Evaluation.

DSWD actively campaigns for CDD because of the principles it uses for good governance. It operates in transparency and brings to people the power to decide on the development of their own community.
