DSWD Region 3 Katuwang ng PYAP sa Gitnang Luzon

Kabahagi ang Deparment of Social Welfare and Development (DSWD) Region 3 sa pagdiriwang ng 49th Founding Anniversary ng Pag – Asa Youth Association of the Philippines (PYAP) na ginanap sa SM Pampanga.

Ang anibersaryo ay may temang “Pagpapahalaga ng Bawat Kabataan sa Kalusugang Pangkaisipan Tungo sa Matiwasay na Kinabukasan”.

Parte ng mandato ng DSWD na suportahan ang mga Non-government organizations katulad ng PYAP na naglalayong tulungan ang mga disadvantaged youth, na malayo sa mga bisyo at ‘di magagandang gawain.

Mahigit 220 na kabataan ang dumating galing sa ibat ibang lalawigan ng ikatlong rehiyon.

Pinangunahan din ni Regional Director Jonathan V. Dirain ang pag Oath Taking ng mga newly elected officer ng PYAP ma sina Noel Abraham – President,  Kris Angeles – Vice President, Mr. Christian David – Secretary, Madelaine Catusalem – Assistant Secretary, at Jenica Capulong – Business Manager

Nagpaabot ng pasasalamat si  Regional Federation President Roel Abraham , “Maraming maraming salamat po sa mga opportunity na ibinibigay niyo sa aming kabataan at sa Pag-Asa Youth Association . Kayo po ang pangalawa naming tahanan na dumidinig at tumutulong sa mga kabataan higit lalong lalo sa proyekto ng Pag-Asa Youth Association”.

 




Minsan akala natin panalo na tayo…

Ibinahagi ni Jerome Guese, 23, taga-Arayat, Pampanga, ang kanyang naging journey sa pagiging bahagi ng Pag-Asa Youth Association of the Philippines (PYAP) Region III Federation.
Tulad ng maraming kabataan, hindi naging madali para kay Jerome ang magtagumpay, “ang aking ama ay walang regular na trabaho, pagsasaka at pagkakarpitero ang bumubuhay at sumusuporta sa pag-aaral naming mga magkakapatid. Nagsumikap po sila para mapatapos kami ng aming mga kapatid,” aniya.
Naging bahagi si Jerome ng PYAP na naging daan upang maging isa siya sa mga napinili sa Government Internship Prgram ng DSWD kung saan magkakaroon sila ng exposure sa pagtatrabaho sa pamahaalan na may kapalit na tulong pinansyal para sa kanilang pag-aaral, “pumasok ako bilang isang Government Internship sa tanggapan ng Department of Social Welfare and Development doon nakilala ko ang mga iba’t ibang kabataan na katulad ko na gustong makapag tapos ng kanilang pag-aaral, at naniniwala na walang imposible kung magsusumikap ka.”
Kasabay nito, iba’t-ibang trabaho rin ang pinasukan ni Jerome para lang makatulong sa kanyang pag-aaral, “nagtrabaho din po ako sa isang event organizer team tuwing sabado at linggo para maka ipon ng aking baon.”
Fast forward, maraming opportunidad ang naitulong sa akin ang PYAP, iba’t ibang trabaho ang aking tinanggap kahit ako ay isang estudyante pa lamang Unti-unti, nakita ko ang aking mga pinaghihirapan para ako ay makapag tapos ng aking pag-aaral. Sa parehong taon, nakapag tapos ako, hangggang sa kinuha ako bilang isa sa mga empleyado sa kanilang tanggapan. Through my capabilities and experiences, I was selected as the youth focal person in the Municipality of Arayat, nilaan ko ang aking kakayahan upang hikayatin ang mga kabataan upang palawakin ang kanilang kaalaman kung ano ang PYAP at tulungan hanggang sa aking makakaya, tulad ng kung paano ako nag umpisa sinama ko sila sa iba’t ibang programa, meetings, at event ng PYAP.”
“Pinagsabay ko ang aking trabaho at pag rereview. Maramimg hirap pa ang aking hinarap dahil hindi naging madali upang pagsabayin ang aking review at trabaho, dahil nakikita ko ang paghihirap ng aking ama kung paano kumita ng perang pang-baon sa aking mga kapatid.
September 27, 2022 nag bunga lahat aking pag sisikap, isa ako sa mga pumasa bilang isang Registered Social Worker. Masayang masaya ako dahil alam ko na mas makakatulong ako sa aking pamilya at unti unti ng matutupad ang aking mga plano para akin, at sa aking mga magulang.
Pero minsan akala natin ay panalo na tayo, ito ang umpisa ng mga karamdaman ng aking tataydahil sa hindi birong pagod na kanyang dinaranas sa pagta-trabaho. Kasabay nito, dalawa sa aking mga kapatid ay tumungtong ng college, gumawa ako ng paraan upang makatulong sa aking mga magulang sa pag-aaral ng aking mga kapatid. Sinubukan kong mag apply sa ahensya ng DSWD RO III para sa mas magandang oportunidad, at sa katunayan, malaking tulong na ako’y naging parte ng PYAP dahil nakatulong ito bilang advantage kahit kakapasa ko lamang sa board exam. Now, I am currently employed in DSWD RO III as Porject Development Officer II under Pantawid Pamilyang Pilipino Program.

DSWD chief orders dispatch of over 289,000 FFPs to Regions I, III, CAR

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has ordered the immediate dispatch of at least 289,906 boxes of family food packs (FFPs) intended for Ilocos Region, Central Luzon and the Cordillera Administrative Region (CAR).

Secretary Gatchalian has instructed the Regional Directors in Ilocos, Central Luzon and CAR to continuously check on the needs of local government units (LGUs) which experienced flooding due to the Southwest monsoon that was enhanced by Typhoon Egay and now Falcon.

The National Resource Operations Center (NROC), the main disaster response hub of the DSWD located in Pasay City,  is expected to dispatch a total of 289,906 boxes of FFPs in the first two weeks of August as augmentation assistance to the LGUs in Ilocos Region, Central Luzon, and CAR.

Of the total number of FFPs for dispatch, 120,406 FFPs will be sent to the Ilocos Regional Office while 24,500 FFPs will be sent to CAR field office. This is in line with Secretary Gatchalian’s directive to the Disaster Response and Management Group (DRMG) to prepare the matrix for the total number of FFPs for immediate dispatch.

In the case of Central Luzon, Secretary Gatchalian directed Field Office – 3 Director Jonathan Dirain to relay to the LGUs to pick up their assigned FFPs at the National Resource Operations Center (NROC) in Pasay City because of their proximity to the National Capital Region (NCR).

“Try to set up pick-ups kasi malapit lang naman mga LGUs ng Central Luzon,” the DSWD chief told Director Dirain, who was scheduled to talk with Region 3 governors and mayors for the pick-up of their relief goods from NROC,

Central Luzon has the biggest allocation of FFPs at 145,000 boxes intended for the provinces which experienced heavy flooding due to the enhanced ‘Habagat’ brought about by then Super Typhoon Egay and now Typhoon Falcon.

In Bulacan province, a total of 22 municipalities and cities were flooded Monday (July 31) due to the continuous rains over the weekend brought by the Southwest monsoon enhanced by ‘Falcon.’

The following areas have been flooded as of Monday morning: Angat, Norzagaray, San Ildefonso, San Rafael, Meycauayan, Marilao, Sta Maria, Balagtas, Bustos, Plaridel, Baliuag, Bocaue, Guiguinto, Pandi, Hagonoy, Paombong, Pulilan, Malolos, Calumpit, San Jose Del Monte, Obando, and  Bulacan, Bulacan.

The Bulacan provincial government said a total of 21,585 or 5,601 families are now staying in various evacuation centers in the province.

Floodings were also reported in the provinces of Bataan, Tarlac and Pampanga, where a state of calamity has been declared in some municipalities as strong rains over the last few days brought floods to several areas.

Pampanga’s Provincial Disaster Risk Reduction and Management Office (PDRRMO) said that a state of calamity was declared in Macabebe, San Simon, Sto. Tomas, and San Luis due to floods brought by Typhoon Egay.  The PDRRMO said that 222 barangays in 16 municipalities in the province were flooded.

According to the Office of Civil Defense in Central Luzon, more than 189,000 families have been affected by the flooding in Region 3, and relief operations are continuing.

The state weather bureau PAGASA said the southwest monsoon enhanced by Typhoon Falcon will bring occasional to monsoon rains over the western portion of Luzon in the next three days.

According to Assistant Secretary Romel Lopez, the distribution of assistance was ordered by Secretary Gatchalian to ensure that sufficient relief goods are present in the regions affected by Typhoons Egay and Falcon.

“Secretary Gatchalian has already ordered for the immediate dispatching of FFPs to Regions I, III, and CAR to guarantee that the needs of displaced families affected by recent weather disturbances will be met,” said Asst. Secretary Lopez.

Asst. Secretary Lopez, who is also DSWD spokesperson, also assured the public that the Department is continuously coordinating with affected LGUs to monitor on-the-ground situation to prevent any untoward incidents in evacuation centers.

“We urge all affected residents to stay vigilant and continue to follow the directives of their chief executives to ensure their safety at all times,”  Asst. Secretary Lopez said.#




DSWD chief highlights Buong Bansa Handa to ensure “omnipresent” disaster response ops

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian highlighted the agency’s new disaster preparedness program called Buong Bansa Handa during the 2023 Post-SONA Discussion on Environmental Protection and Disaster Management on Wednesday (July 26).
“DSWD has formulated the plan based on the President’s instruction to come up with fail-safe mechanisms for our supply chain. The goal there is to be omnipresent, so to speak,” Secretary Gatchalian explained.
Through the new disaster program, the DSWD chief said citizens will “feel that the government is there, in fact, ahead, during, and right after a storm or a natural calamity.”
The Buong Bansa Handa will tap two supply chains to deliver the basic food and non-food requirements of disaster victims.
The first supply chain will feature an expanded network of warehouse facilities of local government units (LGUs) provincial governments, other national government agencies, while the other one will be private-sector driven.
Secretary Gatchalian said the DSWD will procure the services of private sector-partners in the food distribution business through framework agreements or supply agreements to complement the government-driven supply chain line.
Through this system, the DSWD will be able to “make sure that government relief efforts or government relief packs are spread across the entire country,” the DSWD chief said.
The DSWD currently has over 1.3 million family food packs (FFPs) spread across the country that can be immediately distributed to LGUs affected by Super Typhoon Egay. #



DSWD chief assures sufficient funds for ‘Egay’ and ‘Habagat’–affected families

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian on Wednesday (July 26) assured the public that the DSWD has sufficient funds to augment the resources of local government units (LGUs) affected by Super Typhoon Egay and the Southwest Monsoon.
In an interview on the sidelines of the 2023 Post-SONA discussions, the Secretary said that upon the instruction of President Ferdinand Marcos Jr., he ordered all DSWD Field Office (FO) regional directors to be on alert and to monitor the situation in their respective regions and identify the immediate needs of typhoon- affected families.
“Upon the instruction of the President, talagang nakatutok ang aming mga Regional Offices pati na rin ang Central Office. Sisiguraduhin natin na ang mga pangangailangan ng mga biktima, mga pangangailangan na suporta ng ating local government units (LGUs)kung sakaling kapusin sila, kayang-kayang panagutan ng DSWD yan. Handa tayo to step up to the challenge. In fact, as we speak right now, ang ating mga regional directors ay tuloy-tuloy ang koordinasyon sa iba’t ibang gobernador, iba’t ibang mga LGUs,” Secretary Gatchalian said.

The DSWD chief said that almost all the regional offices in Luzon, Visayas and Mindanao are on the highest alert to make sure that local DSWD personnel can immediately respond to victims of landslides and flooding caused by the heightened Southwest monsoon.
“Uulitin ko lang, hindi lamang nakatuon ang aming atensyon sa Northern Luzon kundi doon rin sa mga lugar na naaapektuhan ng Habagat kasi nahihila nitong bagyo apparently yung Habagat kaya as early as two days ago, mayroon na tayong mga insidente ng pagbabaha sa Occidental Mindoro,” the DSWD chief pointed out.
(Let me repeat, our attention is not only focused on Northern Luzon but also on the areas that are affected by the Southwest Monsoon because this typhoon is apparently pulling the Habagat, so as early as two days ago we already have incidents of flooding in Occidental Mindoro.)

As of press time, a total of 38,991 families or 154,864 persons in 149 barangays in Regions I (Ilocos Region), II (Cagayan Valley), III (Central Luzon), CALABARZON, MIMAROPA, VI (Western Visayas), VII (Central Visayas), and XII (SOOCCSKSARGEN) have been affected by ‘Egay’ and the Southwest Monsoon
Some 921 families or 3,211 individuals are currently taking temporary shelter in 51 evacuation centers in the affected regions while the DSWD augmented a total of ₱1,032,464 to the LGUs.
Currently, the DSWD maintains 1.27 million family food packs (FFPs) and Php 1.15 billion worth of other food and non-food items strategically prepositioned in the different warehouses nationwide.
The Department also has an available Php98.86 million in Quick Response Fund (QRF) at the DSWD Central Office.
Another Php 74.21 million worth of funds are available in DSWD regional offices, which may support the relief needs of the families affected by the effects of Southwest monsoon and Super Typhoon “Egay” through inter-FO augmentation. #



DSWD kicks off 15th anniversary celebration of 4Ps

The Department of Social Welfare and Development (DSWD) officially kicked off on Tuesday (July 25) the celebration of the 15th anniversary of the Pantawid Pamilyang Pilipino Program or 4Ps, the national poverty reduction strategy of the government which was institutionalized under Republic Act 11310 or the 4Ps Act.

One of the highlights of the 4Ps celebration at the Central Office new lobby was the unveiling of the 4Ps photo exhibit and gallery walk that showcase significant milestones of the program over the past 15 years, serving more than 5 million households nationwide.

“Through these compelling pictures at the exhibit, we could look back on our journey toward improving the well-being of our kababayans,” Assistant Secretary for 4Ps Ma. Evelyn Macapobre said as she delivered the message of DSWD Secretary Rex Gatchalian.

“From a mere 7,000 households since its inception, now, we have already served more than 5 million households deserving of the chance to break free from the chains of poverty and to create a better future for themselves and their children,” Asst. Secretary Macapobre said.

With the theme, “15: Pagbabalik-Tanaw, Pagsasalaysay, Paglalahad at Pagtataya para sa Pantawid Pamilyang Pilipino Program (4Ps para sa 4Ps),” this year’s week-long celebration also marks the fifth year of 4Ps institutionalization through the enactment of RA 11310.

DSWD spokesperson Assistant Secretary Romel Lopez noted that the signing of the law paved the way for the realization of the long-time clamor of beneficiaries to make the program regular and permanent, ensuring the continuity and sustainability of the program.

Part of the anniversary celebration is the conduct of a multi-stakeholders forum dubbed ‘Diskursong 4Ps’ on July 31 to provide a platform for experts, resource persons, and participants to discuss the program’s achievements, highlighting the vital roles of various stakeholders, including national and local governments, the private sector, and successful 4P beneficiaries.

In the forum, the DSWD will also launch the Family Development Session (FDS) modules on Health and Well-being, Nutrition, Education, and the Youth Development Session on Financial Literacy, which was created in partnership with the World Bank and the Department of Foreign Affairs and Trade.

The week-long celebration will culminate on August 1 with the Selebrasyon ng Tagumpay at Pag-asa, a half-day activity recognizing and giving gratitude to the dedicated individuals behind the success of the 4Ps.

Assistant Secretary Lopez said the internal staff, partners, and other beneficiaries will be awarded different special citations, loyalty awards, and praise accolades to recognize their exemplary efforts and contributions to the program.

Present during the kick-off celebration were the partner agencies of the DSWD, including the Department of Agriculture (DA), Technical Education and Skills Development Authority (TESDA), and the Philippine Commission on Women (PCW).

The 4Ps, formerly known as the Ahon Pamilyang Pilipino, continues to serve as the flagship social protection program of the Philippine government aimed at improving the health, nutrition, and education of poor households through conditional cash transfers, as well as, breaking the chain of the inter-generational poverty. # # #




PBBM lauds Food Stamp Program; DSWD chief says inter-agency collab key to FSP success

President Ferdinand R. Marcos Jr. lauded the newest program of the Department of Social Welfare Development’s (DSWD) that will help alleviate involuntary hunger during the pilot launch of the WALANG GUTOM 2027: Food Stamp Program (FSP) held Tuesday (July 18) in Tondo, Manila.

“Walang gutom means no more hunger. That is the dream of this administration. That is what we are hoping to achieve in this administration that by the end of 2028. We say that we have done everything to reduce hunger and poverty in our country and to be able to ensure that we can provide a good and healthy and productive life for our people,” President Marcos said in his speech.

The President emphasized it is not enough that that government provide all kinds of food, but it  also makes sure that the food is of nutritional value as this “will allow especially the children and nursing mothers to become a center of health for life for their children, for their families, and for their communities…so we have set up this program.”

“We have always tried to rise up from the throes of poverty, but the problem of hunger and malnutrition still remains. And that is why, it has become a priority of this government that we will fight poverty. We will put in all of our programs, so that one day we can say that we are able to give our people, the very least, the food that they need to survive, the nutrition that they need to survive,” the President said.

In his message, DSWD Secretary Rex Gatchalian explained that the Food Stamp Program will ensure that poor Filipinos will no longer sleep on empty stomachs and that the kinds of food the beneficiaries can get are not only delicious but also nutritious.

“Sa Walang Gutom Program, hindi lang natin sisiguraduhin na walang Pilipino ang matutulog ng walang laman ang sikmura, atin din pong sisiguraduhin na masustansya ang kanilang kinakain upang sila’y magkaroon ng sapat na lakas at maging bahagi ng ating labor economy,” Secretary Gatchalian said.

Also present during the FSP launch at the Don Bosco Youth Center in Tondo were Vice President Sara Z. Duterte-Carpio, Department of Labor and Employment (DOLE) Secretary Bienvenido E. Laguesma, and representatives from the Department of Agriculture (DA) Technical Education and Skills Development Authority (TESDA), Philippine Statistics Authority (PSA), Department of Science and Technology – Food and Nutrition Research Institute (DOST – FNRI), Department of Health (DOH), and Department of Trade and Industry (DTI).

“Napakahalaga po ng ating kolaborasyon at pakikipagtulungan sa iba’t ibang ahensya ng pamahalaan. Kasama ang DA, DOLE, TESDA, PSA, DOST – FNRI, DOH, DTI na magbibigay rin ng kani-kanilang programa para sa ating benepisyaryo,” Secretary Gatchalian pointed out.

“Tulad ng bilin ng mahal nating Pangulo, kailangan po nating magsama-sama at magtulong-tulong upang mas mabilis na maiahon sa food poverty ang ating mga benepisyaryo,” the DSWD chief stressed.

(As ordered by our beloved President, we need to be united and work together to immediately lift our beneficiaries away from poverty.)

The FSP aims to decrease involuntary hunger experienced by qualified low-income families by giving them access to monetary-based assistance in the form of an Electronic Benefit Transfer (EBT) card, which will be loaded with Php3,000 food credits per month.

The load credits will be used by beneficiaries to purchase nutritious food items from DSWD-accredited retail partners.

President Marcos, joined by Vice President Duterte and Secretary Gatchalian, led the ceremonial distribution of the EBT to 10 beneficiaries of the FSP, which marked the start of the pilot implementation of the program.

The President also visited the different Kadiwa centers at the Don Bosco Youth Center compound where he talked with the beneficiaries and watched them use their EBT cards to purchase their chosen food items.

The FSP will be implemented by the DSWD in partnership with the World Food Program (WFP) and the Asian Development Bank (ADB).

The FSP launch was also attended by representatives from partner-institutions, including the WFP, ADB, Australian Embassy; Japanese Embassy; New Zealand Embassy; Hungarian Embassy; United Sates Agency for International Aid (USAID); United Nations Children’s Fund (UNICEF); Food and Agriculture Organization (FAO); World Bank (WB); Japan International Cooperation Agency (JICA); United Nations (UN) Philippines; International Labor Organization (ILO); and the European Union Delegation to the Philippines. #




DSWD chief orders re-assessment of 4Ps members tagged as ‘non-poor’

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian ordered the re-assessment of the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), who were tagged as “non-poor” by Listahanan 3, the standardized targeting system used by the program.

As part of the re-assessment process, the DSWD will use the Social Welfare and Development Indicator (SWDI) tool to assess and monitor the level of living conditions of the 4Ps households.

The SWDI is being used by the Department as a case management tool to determine the progress of the households, by measuring their level of well-being in terms of economic sufficiency and social adequacy.

Based on the set of indicators in terms of economic sufficiency and social adequacy, households are categorized under three levels: Level 1-survival; Level 2-subsistence; and Level 3-self-sufficient. The result of the tool aids the program in identifying the interventions needed by the family in order to achieve self-sufficiency.

While SWDI is being administered, the DSWD Secretary encouraged the concerned 4Ps beneficiaries to continue complying with the conditions of the program not just for the cash grants but for the benefit of their children and family as well.

The conditions include sending and keeping their school-aged children in school, regular and preventive check-ups for children aged 5 years and below, pre and post-natal care for mothers, and attendance to the monthly Family Development Sessions, among others.

Beneficiaries who will be assessed as “self-sufficient” will be subjected to the 4Ps graduation process and will officially exit the program through Pugay-Tagumpay.

The Department assured the graduating 4Ps households of its continued support, as well as assistance from their respective local government units (LGUs), which shall provide other interventions and services after graduation so they could sustain their level of well-being.

The re-assessment was ordered by Secretary Gatchalian as part of the Department’s effort to improve the implementation of the program which aims to end inter-generational poverty in the country. #
