(City of San Fernando, Pampanga) The Department of Social Welfare and Development Field Office III (DSWD FO III) through the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan conducted a consultation dialogue with partner Local Government Units (LGUs) on August 14 in this city.

The dialogue was aimed to encourage the LGUs to submit feedback reports and to promote the Gawad Listahanan.
The participants were the Municipal Social Welfare and Development Officers (MSWDO), Municipal Planning and Development Officers and Technical Assistance and Resource Augmentation (TARA) team leaders.

As stated in the signed Memorandum of Agreement (MOA), the data users must provide regular feedback on data utilization and resolution on complaints regarding beneficiary eligibility.
Meanwhile, Czar Cornelius David PDO IV of Listahanan explained the project cycle and the importance of the feedback report of the partner stakeholders. “We want to know how the database helps each LGU in identifying beneficiaries of their social protection programs and services,” said David.

Since data sharing of the project has been four (4) years now, the DSWD FO III will conduct Gawad Listahanan, an award to recognize the LGUs as data sharer. This is to recognize the data users that provided services to the identified poor. It will serve as an incentive to motivate the LGUs and other social protection stakeholders to continue using the database as basis for selecting beneficiaries of their social protection programs and services.

The Gawad Listahanan aims to recognize LGUs as the Department’s data sharing partners and advocates of objective targeting of social protection beneficiaries. It also confers award to LGUS for providing services and assistance to theListahanan-identified poor families.
Regional Deputy Project Manager Lalaine De Leon thanked the MSWDOs and MPDOs for the support that they extend to the project.

The participants also signed in the commitment board of Listahanan. This is one way of showing their support to the project. “Listahanan – tamang panukat, pantay at pamantayan ng programa’t serbisyong magbibigay kaunlaran sa kalagayan ng bawat maralita… DSWD mabuhay ka..,” wrote Josephine Labasbas, MSWDO of Baliuag, Bulacan.

The event was capped by the awarding of Listahanan database to the new partner stakeholders who signed MOA with DSWD-Listahanan. To date, there are 65 municipalities, six (6) cities, four (4) provinces, and four (4) congressional districts who already signed MOA with DSWD on Listahanan.

The Department of Social Welfare and Development (DSWD) Field Office III continues to assist the victims of typhoon Glenda which occurred on July 15, 2014.

The provision of assistance is in support of the local government units (LGUs) that were adversely affected by the typhoon, said DSWD Field Office III Director Adelina S. Apostol said.

Apostol said that as of 3:00 p.m. today, the DSWD has already provided P2,371,542.50 worth of food and non-food assistance to areas affected by Glenda particularly those hardest hit areas. “This is also part of the Department’s technical assistance and resource augmentation (TARA) function to the LGUs,” Apostol added.

Disaster monitoring reports also showed that a total of P8,236,829.44 worth of relief assistance has so far been provided to the victims particularly those inside the evacuation centers.

Of the assistance extended to typhoon Glenda victims, P2,660,336.30 came from the local government units of the affected municipalities while P3,129,950.64 came from the provincial government of Bataan (P3,000,000.00), Pampanga (P12,500.00), and Zambales (P117,450.64). Some non-government organizations (NGOs) also extended P75,000.00 worth of relief assistance to the victims in the Province of Bataan.

Apostol also said that the widespread flooding spawned by the continuous rain brought by Glenda has affected six (6) provinces in Central Luzon affecting 47,726 families or 221,401 persons in 405 barangays in 48 municipalities in the region. Two hundred seventeen evacuation centers were set-up and served 7,856 families or 31,202 persons.

The typhoon left 742 families with totally damaged houses and 4,453 families with partially damaged houses. There were 111 reported casualties with 10 dead and 101 injured.

Director Apostol has assured the local government units of the Department’s continuous support particularly in the rehabilitation of the affected families especially those who were rendered homeless by the typhoon. The Department will also provide financial assistance to the bereaved families of those who lost their lives during the onslaught of Glenda.

Meanwhile, the LGUs and the DSWD Provincial Action Teams (PAT) of the affected provinces/municipalities are now conducting validation and assessment of the affected families to come up with their respective rehabilitation plans for the victims of the typhoon. ### (Evelyn T. Manalo) July 22, 2014

Some P1,523,740 worth of relief goods has been provided to the victims of typhoon Glenda which occurred on July 15 affecting the provinces of Aurora, Bataan, Bulacan, Pampanga, and Tarlac.

In her report to Social Welfare and Development Secretary Corazon Juliano-Soliman, Director Adelina S. Apostol of the DSWD Field Office III said that the assistance came from the DSWD and the affected local government units (LGUs).

Of the said amount, P707,062.50 worth of relief assistance came from the DSWD; P804,177.50 from the affected municipalities; and P12,500,00 from the provincial government. The relief goods distributed were food (rice, noodles, canned goods, water, and coffee) and non-food (mats, blankets, water jugs, used clothing, and toiletries).

As of 5:00 P.M. today, the affected families were registered at 33,488 or 153,783 persons from the 46 municipalities in the six (6) provinces of Central Luzon. The most affected area was the Province of Bataan with 27,747 families or 129,914 persons followed by Bulacan with 2,504 families or 11,825 persons affected.

Zambales has 2,302 affected families or 7,662 persons; Pampanga with 775 families or 3,609 persons affected; Tarlac with 121 families or 624 persons; and Aurora with 39 families or 189 persons. Of the total affected, 7,732 families or 30,700 persons temporarily stayed in 211 evacuation centers.

Of the 211 evacuation centers opened, 58 evacuation centers are still in operation serving 3,203 families or 12,943 persons. Most of the victims who are still in the evacuation centers are from coastal areas and their houses were totally/partially damaged by the typhoon.

The rains that triggered flood in the affected areas left 542 families with totally damaged houses and 2,490 families with partially damaged houses. There were 15 reported casualties- seven (7) dead and eight (8) injured.

This is a part of the Field Office III’s continuing preparation for any disaster that might visit the country, said DSWD Field Office III Director Adelina S. Apostol.
The Donors/SWID, which will be manned by designated staff from the Standards Unit (telephone number- (045-861-2413) under the Quick Response Teams (QRT), is immediately activated during the occurrence of disaster, Apostol added.

The Donors/SWID will directly answer queries on information pertaining to disaster updates as well as provide information to non-government organizations and other groups who may be interested to give donations to the disaster victims particularly those in the evacuation centers, Apostol stressed.
Apostol also said that the D/SWID will provide prospective donors on areas that are least served including the list of goods/commodities that are not being provided by the government or non-government organizations involved in disaster operation.

Mary Christy Torno, supply Officer briefs Quick Response Team (QRT) supply officers on their role in preparation of augmentation report during disaster operations. The supply team on duty will be divided into three according to the following functions: receiving and warehousing officer, volunteer management officer, and repacking officer. Before, QRT is being activated when the storm signal hits signal number 2 but now because of the new normal the country is facing, the situation and the strength of the downpour are the basis of activating the QRT in line with the directives of the Department’s resiliency against poverty and disaster.
