Ms. Evangeline M. Salalila, Management and Audit Analyst (MAA) II of DSWD Field Office III, had been serving the agency with nobility for three (3) decades. She started working in the agency as a clerk of the Assistant Regional Director for Administration wherein she was first trained, molded and grew not just as a professional but as a great employee worthy to emulate.
As the most trusted employee in the agency, Ms. Salalila rose from clerk to Management and Audit Analyst II wherein her excellent work performance, positive attitude, great efforts, and initiatives have been vital contributions to the outstanding performance, awards and recognitions that Field Office III has received for the past several years. 

As an audit analyst, she is very effective, efficient and helpful in guiding the management in identifying options or alternatives in making strategic, sound operational and financial decisions, particularly on the management of assets, liabilities, and risks. She is always on watch in the agency’s compliance with laws, rules, government regulations, management policies, and guidelines, as well as the statutory and regulatory requirements of the COA, DBM, and other oversight agencies to ensure the legality, reliability, and integrity of the operational and financial activities of the department.

Ms. Salalila’s analytical skill is commendable in which she has her own style and way of interpreting national operating manuals, policies and guidelines on management systems and cascading it into a regional operation in a clear, logical and understandable form that every person can comprehend and relate with.

Apart from her duties and responsibilities as an audit analyst, she was also designated as the Secretariat of the Regional Integrity Management Committee (RIMC), Expanded RMANCOM (ERMANCOM), RAGAC/Fact- Finding Committee wherein she initiates and facilitates the meeting and provides valuable inputs and suggestions. 

On top of these functions and obligations, she is also designated as the Coordinator of the Office of the Field Director wherein she oversees, monitors and reviews output and assignments of the different Section/Unit Heads directly reporting to the Regional Director such as the Social Marketing Unit, Social Technology Unit, RJJWC, RIACAT, CWC, Convergence and Special Concerns Unit to ensure that all activities are done smoothly, on schedule and aligned with the thrusts and priorities of the agency.

One of the highlights that Ms. Salalila has initiated in 2018 was the successful conduct of “Integritalk” participated by the members of RMANCOM, division chiefs, section/unit heads and provincial team leaders from the seven (7) provinces. This activity had a great impact, enlightened and revived the passion, concern, and patriotism of each employee on their purpose of entering the government service. This has refreshed all employees on the norms of conduct and ethical standards of public officials and employees provide information on the duties and responsibilities, understand the prohibition and liabilities of public officers and employees and strengthen the awareness of the employees on anti-corruption laws and programs of the government.

Many possible Audit Observation Memos and Notice of Disallowances were avoided because of her passion for work and untiring effort to conduct spot check and cash count activities for the special disbursing officers like the Program Focals, Provincial Team Leaders and Center Heads to verify and ensure that every transaction and operations are in-placed, reconciled, compliant and in accordance with the regulation and GAM forms. 

Her recognition as a model employee, best technical staff and character awardee from the previous years are just affirmation and validation of her hard work, excellence, perseverance, and positive attitude. She is an all-time advocate of good governance, credibility, and integrity and had served as an inspiration to many of her colleagues, subordinates, family, and friends. 

Ms. Salalia always believes that “Open rebuke is better than a secret love” which many of her friends and co-workers appreciate that whenever she tells constructive criticisms, it is with utmost honesty and respect and will definitely help them to improve and strive for excellence. Nonetheless, she also knows how to acknowledge and appreciate her subordinates and co-workers for a job well done, for their good work attitude and diligence. 

For these and more countless reasons, Evangeline M. Salalila was given a Dangal ng Bayan Award by the Civil Service Commission during the 2019 Hero ang Public Servant Honor Awards Program (HAP) on 13 September 2019 at Kingborough, City of San Fernando, Pampanga.
