DSWD FO3 Leads Multi-Agency Effort: Signing of MOU for Project LAWA at BINHI in Central Luzon
In a significant move towards supporting climate change adaptation and mitigation efforts, the signing of a Memorandum of Understanding (MOU) marked the official commencement of the Risk Resiliency Program through Project LAWA at BINHI (Local Adaptation to Water Access and Breaking Insufficiency through Nutritious Harvest for the Impoverished) in Central Luzon.
On behalf of Department of Social Welfare and Development (DSWD) Field Office 3 – Central Luzon Regional Director Venus F. Rebuldela, the event was spearheaded by Assistant Regional Director for Operations Armont C. Pecina. Accompanying dignitaries included Regional Director Eduardo L. Lapuz Jr. of the Department of Agriculture (DA) Region 3, Assistant Regional Director Jay E. Timbreza of the Department of Interior and Local Government (DILG), Regional Director Atty. Atanacio D. Addog of the National Commission on Indigenous Peoples (NCIP) Region 3, and representatives from the seven provinces of Central Luzon. Each agency expressed their commitment to the project through individual Messages of Commitment. The partners conveyed their enthusiasm and readiness to contribute to the initiative.

Aligned with the mandates of the DSWD and in accordance with the Sustainable Development Goals (SDGs), Philippine Development Plan (PDP) 2022-2028, and National Climate Change Action Plan (NCCAP) 2022-2030, the program aims to facilitate comprehensive planning to prepare the country against the threat of hunger in areas susceptible to drought due to the effects of El NiƱo. The signing of the MOU signals a collaborative effort among various government agencies and stakeholders to address the challenges posed by climate change, emphasizing proactive measures to ensure the resilience of communities in Central Luzon.###
