The Department of Social Welfare and Development has instructed all its field offices to locate and update typhoon Yolanda affected households who transferred address. This directive was through a memorandum issued by Director Rhodora Babaran, National Project Manager of the Pantawid Pamilyang Pilipino Program.
Director Babaran said that the typhoon, which had displaced families especially in Regions VI, VII and VIII, brought huge devastation to the lives and properties of the Pantawid Pamilyang Pilipino Program beneficiaries. Most of their belongings were washed-out including their Pantawid IDs, LBP cash cards and other documents, Babaran added.
We are requesting the assistance of all DSWD Field Offices in locating all the affected beneficiaries who transferred residence to the unaffected areas. This is to process the updating of their data and information to ensure that they will eventually receive the grants due them, Babaran said.
To facilitate this, the National Project Management Office (NPMO) has issued the following guidelines in locating and updating the beneficiaries’ data: conduct of public announcements to notify beneficiaries from Yolanda affected areas to see their respective City/Municipal Links in the municipality where they are currently residing; validation/confirmation whether the claimant is a legitimate beneficiary of the program through the confirmation of the NPMO or originating region;
Moreover, the beneficiaries will be asked if the transfer of address is temporary or permanent. If temporary, the beneficiaries will inform the field staff when to return to their original address and the field staff will explain the consequences of staying longer without processing the change address. If the address is confirmed permanent, processing of transfer of address will be facilitated following the current procedures in change address. Other necessary updating such as change of grantee, updating of facilities, etc. should follow based on the existing guidelines on processing such. For the validation of the located beneficiary, the DSWD will use the blank “Yolanda validation form” and consolidation of results using the monitoring form.
The Field Offices will then notify the NPMO on the result of the encountered beneficiaries to process eventual payment of grants using the report template.
To date, DSWD Field Office III has already assisted some 197 families or 801 persons from Leyte, Masbate, and Eastern Samar with food and non-food items worth P1,024,555. ### (Evelyn T. Manalo)
